Ellen has extensive experience as a litigator, in both private practice and at the Department of Justice. Before founding London & Stout, the predecessor of London & Naor, Ellen was a partner at a litigation boutique in San Francisco; before that, she served for almost a decade as an Assistant United States Attorney (“AUSA”) in the Civil Divisions of the Southern District of New York and the Northern District of California.

As an AUSA, Ellen handled a variety of complex and high-stakes matters, including those involving the False Claims Act; the Financial Institutions Reform, Recovery, and Enforcement Act; the Anti-Kickback Statute; the Freedom of Information Act; the Administrative Procedure Act; constitutional law; tax and bankruptcy; torts; and appeals. Ellen successfully prosecuted multiple billion-dollar cases, including serving as trial counsel in a FIRREA action resulting in a $1.2 billion judgment and as one of the lead counsel in the Wells Fargo sales practices investigation resulting in a $3 billion settlement. Ellen has led False Claims Act cases resulting in large recoveries for the government, successfully prosecuted health care fraud and anti-kickback matters, and obtained large recoveries for the government in tax cases. She has also argued and won multiple appeals in the Second and Ninth Circuits. In 2015, Ellen was a recipient of a Director’s Award for Superior Performance as an Assistant United States Attorney as well as the Award for Excellence from the Council of the Inspector General on Integrity and Efficiency.

Before serving as an AUSA, Ellen worked at two law firms in New York City. In private practice, she has represented and advised numerous companies and individuals in a range of matters, including navigating government requests for information, internal and/or government investigations, and various commercial disputes (on both the plaintiff’s and defendant’s sides). She also has represented both entities and individuals in pro bono matters.

Ellen is actively involved in the Bay Area Jewish community. She was selected to be a Federation Fellow as part of the Jewish Community Federation; she is a member of the Board of Directors at Sinai Memorial Chapel; and she is the First Vice President of the Board of Directors at Congregation Netivot Shalom. Ellen previously served as a member of the Board of Directors of Luna Dance Institute.

Rachel Naor has significant experience representing plaintiffs and defendants in high-stakes litigation, including class actions and bet-the-company commercial disputes, in state and federal courts throughout the country. Rachel has broad experience litigating a wide range of issues, including unfair business practices, breach of contract, negligence, fraud, and employment discrimination and has represented companies and individuals responding to government investigations and prosecutions.

In her litigation practice, Rachel advocates through all phases of litigation and has played key roles in helping her clients win dispositive motions, defeat class certification, and efficiently achieve successful results. Before London & Naor, Rachel spent three years at London & Stout (the firm’s predecessor), and several years at two international law firms, where she focused her practice on defending insurance, technology, and financial services companies in complex commercial disputes. Rachel started her career at a boutique Bay Area plaintiffs’ class action firm and brings the unique perspective she gained prosecuting civil cases to her current practice, where she regularly advises and represents plaintiffs in civil litigation.

In addition to her litigation practice, Rachel also conducts internal investigations. She has conducted multiple investigations on behalf of large universities and technology companies, investigating both workplace misconduct and matters arising from student complaints.

Rachel has also achieved notable results in pro bono matters. In 2019, Rachel helped a Salvadorean obtain asylum. As part of that effort, Rachel led a team of attorneys in multiple offices and conducted her client’s direct examination at an immigration court in Texas. Rachel was also recognized as an Outstanding Volunteer by the Justice & Diversity Center of the Bar Association of San Francisco for her work on behalf of a prisoner in a Section 1983 civil rights case, which resulted in a favorable settlement on the prisoner’s behalf.

Michael’s experience includes representing both plaintiffs and defendants in complex business disputes. Prior to his current role, Michael was an associate with London & Stout, the predecessor firm to London & Naor. Michael plays a key role in drafting successful motions and securing favorable settlements on behalf of the firm’s clients. Michael also conducts internal investigations for businesses and public entities involving sensitive issues and various types of misconduct, including sexual harassment, retaliation, discrimination, and embezzlement. In addition to internal investigations, Michael has also worked with businesses in responding to government investigations.

Previously, Michael was an associate at Sheppard, Mullin, Richter & Hampton LLP, where he practiced complex business litigation. Michael played a key role in securing victories for clients by drafting successful dispositive motions, compelling parties to arbitration, and negotiating early settlements. Michael also regularly advised clients on compliance with state and federal regulations.

In addition to his litigation practice, Michael is committed to pro bono representation. Michael assisted in securing a legal victory for a domestic violence survivor by removing a restraining order filed by her abuser, helped an undocumented survivor of domestic violence apply for lawful permanent residency under the Violence Against Women Act, and aided asylum seekers from Guatemala and El Salvador in applying for asylum.

Michael is active in the Bay Area legal community and serves on the executive committee of the Litigation Section of the Barristers Club of the Bar Association of San Francisco.
